Our Campaign Work
After its 2018 election loss, the Ontario Liberal Party went back to its grassroots members to engage in the largest platform consultation process in its history. It included 25 open forums, 500 consultation meetings and over 28,000 participants who submitted over 38,000 ideas and cast over 230,000 votes to inform the eventual 2022 platform.
Theresa was asked to co-lead the process of turning hundreds of pages of policy submissions and research into an election platform for review by the Party Leader and senior campaign team. In addition to writing chapter introductions and the complete chapter on climate change, she also crafted the opening letters from the platform co-chairs and the party leader that would set the tone for the rest of the document. Theresa led the copy-editing process and, once the platform was finalized, transformed its content into campaign literature pieces for local campaign teams.
The launch of the platform over the first week of the campaign helped boost support for the party leader by seven per cent in a Nanos Research poll. According to CBC’s Poll Tracker, the Ontario Liberal Party earned its highest level of support during the election on the day the fully costed platform was publicly launched.

Our Campaign Work
Ahead of the 2025 Ontario Election, former Ontario Minister and MPP Chris Ballard reached out to Lightbulb Narrative to craft his campaign narrative and local campaign literature pieces.
Theresa worked with Chris to land on a narrative that reflected his years of service to the people of Ontario as well as the needs of the local community. She produced a communications package that included a customized candidate card, a tabloid sized newsletter mailed to the entire community, multiple issues-specific canvassing cards, and over a dozen social media graphics, including contrast content.
Running on custom and localized campaign messaging, Chris captured over 40% of the local vote and out-performed the Ontario Liberal Party’s provincial vote-share by 12%.

Our Expertise
Lightbulb owner and principal, Theresa Lubowitz, has over a decade of experience delivering high-quality strategic advice and communications support to leaders in government, business, and the non-profit sector.
Theresa has served as an election campaign speechwriter for Premier Kathleen Wynne and as an author of the 2022 Ontario Liberal Party election platform. She has also written for other high-profile public figures including Prime Minister Paul Martin, Premier Dalton McGuinty, Premier David Peterson, and dozens of Ontario cabinet ministers.
As the Communications Coordinator at Ontario Liberal Party headquarters, Theresa was responsible for leading party communications in advance of its 2014 majority election victory. In this role, she also founded the party’s digital fundraising program, managed its direct-mail program, and modernized its monthly donor program. All together, she has helped raise millions of dollars for the campaigns she has worked on.
Theresa is also well-versed in political issues. As a Director of Communications in the Government of Ontario, she shaped the province’s response to pressing issues including affordable housing, the homelessness crisis, child poverty, and food insecurity. She led the government’s communications efforts in launching Ontario’s Basic Income Pilot as well as government tuition grants that helped nearly 240,000 low- and middle-income students access debt-free post-secondary education.
Theresa holds a bachelor’s degree in Philosophy with a minor in Sociology from the University of Ottawa. She has earned a certificate in Narrative Economics from Yale and certificates from The Wharton School in Social Impact Strategy, Removing Barriers to Change, and Global Trends for Business and Society.
